First cabinet meeting sets a 436-goal governance roadmap

The first TVK-led cabinet meeting was reported as setting a 436-initiative 'Vetri Thamizhagam' roadmap across 10 pillars. TVK Tracker treats this as a governance-planning record and will track department plans, timelines, budgets, and public dashboards before marking individual promises as implemented.

Why This Matters

A cabinet roadmap can organize government priorities, but it is not the same as implementation. It matters because it creates the first broad administrative frame for later promise tracking.

Evidence On Record

The source report records the cabinet's 436-goal framework and instructions to ministers.
