Tracker methodology

A headline is not proof of delivery

We distinguish the manifesto commitment, government announcements and implementation evidence. Promises with no public update remain visible so silence is not mistaken for delivery.

We do not assign completion percentages. Status labels describe the evidence available, not a numerical measure of delivery. A launch, budget allocation and confirmed delivery are different milestones; one does not establish the others.

Completed requires delivery evidence covering the intended scope. A speech or inauguration alone is not enough.

Evidence

What supports a status?

Government orders, department data, court records and Assembly documents are preferred. Established publishers provide attributed reporting when primary records are unavailable.

Single-source claims remain qualified. Reader comments are opinion, not evidence of implementation.

Rs 2,500 monthly aid for eligible women heads of families

The August 2026 Budget and the government's 100-day communication created or highlighted several women-focused welfare lines, including Singappen, marriage support, maternal care, SHG credit, women-entrepreneurship support, goat-rearing support, and Thaai Maaman baby support. The August 28 minorities-welfare grants also add full undergraduate tuition-fee support for Muslim women admitted under government quota. Reviewed records still do not confirm a dedicated order, eligibility list, payment portal, or start date for the separate Rs 2,500 monthly-aid promise, so this remains in no-public-update status.

Six free LPG cylinders per household annually

The August 24 Assembly announcement says Annapoorani Super Six will begin around Pongal 2027 by crediting the value of three LPG cylinders a year to eligible families after cylinder purchase and delivery. The reported coverage target is about 1.3 crore families, with annual household income up to Rs 2.5 lakh and specified vulnerable categories included, and an estimated annual cost of about Rs 4,000 crore. Because the campaign promise was six cylinders per year, TVK Tracker marks this as announced movement, not complete fulfilment. This broadens the development file but also raises fiscal questions. Fiscal self-reliance still depends on actual capital inflow, tax and non-tax revenue, power-project financing, debt path, welfare liabilities, capital spending, independent audit findings, and whether promised schemes are funded without hidden arrears.
